Chelsea has been banned from signing new players for the
next two transfer windows after breaking rules relating to registration of
players under 18. FIFA announced on Friday that the ban took place after 3 years
of investigations and relates to cases involving 29 from 92 young players, with
the Londonian club having been accused of committing "several other
infringements relating to registration requirements for players."
The Blues also face a fine of 600,000 Swiss francs,
equivalent of nearly £460,000, and must regularize the other young players
situation within 90 days.

Chelsea announced on Friday that they will appeal FIFA's
recruitment ban, "categorically denying" that they had violated the
law on international transfers of young players. This reaction comes after the
sanction pronounced by FIFA: Chelsea is banned for the next two transfer
windows, which means the Blues won’t be able to sign new players until summer
2020, because of infringements of the regulations concerning the transfer of 29
players under age of 18.

According to FIFA statement: « The Disciplinary Committee
sanctioned Chelsea with a ban on registering new players at both national and
international level for the next two (2) complete and consecutive registration
periods. This ban applies to the club as a whole — with the exception of the
women and futsal teams — and does not prevent the release of players. ».
If Chelsea fails to appeal the ban, they have to find a way
out to keep Eden Hazard, since they will be unable to make signing in the
summer window. Also, they will likely have to turn to their players sent on
loan and players in the youth academy - players Maurizio Sarri has so far been
unable to put to good use.
